United States Taxes and Tax Policy supplements and complements the theoretical material on taxes found in public finance texts using a combination of institutional, theoretical and empirical information. By adding flesh to theoretical bones, this textbook provides insight into the behaviour of individuals in both the private and public sectors. Specifically, the economic effects of taxes and tax policy are stressed and, as a result, students will gain an appreciation and understanding of how tax policy actually affects the economy. Research indicates that actors who intentionally bring about harmful consequences are blamed more for their actions than those who do so unintentionally. However, in many instances of harmful behavior, intentions are ambiguous. The Culpable Control Model of Blame (CCM) predicts that the degree to which an actor is blamed for causing a harmful outcome is strongly influenced by information about the actor’s character, motives, or desires and that initial blame assessments impact important blame-related criteria such as judgements regarding the actor’s (...) intent. Deviant causal sequences, those in which negative outcomes occur in ways that the actor did not foresee, are highly unlikely, or are coerced, include circumstances that could mitigate assignment of blame. Such sequences provide a test of predictions derived from the CCM. Findings of three studies supported a model in which participants ascribed greater blame to an actor with opprobrious character, motives, or desires, which, in turn, affected judgments of a main criterion related to intent, and, in the last step, accounted for ascriptions of intent. These findings support the CCM’s contention that blame-reactions to an actor and outcome influence judgments about criteria, such as intent, that are often considered to be determinants rather than consequences of blame. Epithelia can be defined morphologically as tissues that line surfaces, and ultrastructurally with reference to their cells' apico‐basal polarity and possession of specific cell‐cell junctions. Defining the epithelial phenotype at a molecular level is more problematic ‐ while it is easy to name proteins (e.g. keratins) expressed by a “typical” epithelium, no known molecules are expressed by every epithelium but by no other tissues. Cells can differentiate to and from the epithelial state as part of normal development, as a response (...) to disease or when manipulated in culture. Many factors (matrix components, adhesion molecules, growth factors, transcription factors) have been identified that can trigger these transitions of phenotype in specific cases, but to date no general master regulators of the epithelial state have been found. The epithelial state may therefore be controlled by multiple regulatory genes so that there is no single molecule responsible for all of the diverse types of epithelium that exist in higher animals. Some twenty years ago, when I submitted a dissertation proposal to explore connections between theologies of creation and views of scientific (...) knowledge in the seventeenth century, my doctoral committee was not initially enthusiastic—my idea might make a good dissertation in religion, but was it really history of science? I doubt I would have a similar experience today. Not only has the "warfare" thesis of science and religion been laid permanently to rest, historians have begun seriously to question whether it makes sense even to treat "religion" and "science" in an essentialist manner as separate ways of thinking that do not ordinarily interact. Many detailed case studies demonstrating a variety of fascinating, often important connections between science and religion have appeared from leading scholars in the past two decades. This trend continues in the latest volume of Osiris, which contains sixteen essays documenting various ways in which religious beliefs have influenced the actual content and presentation of science.The volume opens with two companion essays laying out the terrain. First, Brooke engages the new methodological and conceptual problems that confront historians following the demise of the "warfare" thesis. Then Stephen Wykstra offers criteria for sorting out the various roles for metaphysical and religious beliefs (which he distinguishes) in shaping scientific knowledge. The case studies begin with E. Jamil Ragep's essay on medieval Islamic astronomy, arguing that religion sometimes had a constructive role—a rather novel claim for Islamic science, he points out. Noah J. Efron and Menachem Fisch show how early modern Jewish exegetical practices influenced David b. Solomon Gans's interpretations of astronomical texts, and quite possibly his interpretation of nature also. A Christian astronomer is next, as Peter Barker and Bernard R. Goldstein detail how Johannes Kepler's theology contributed directly to the discovery of scientific laws. Maurice A. Finnocchiaro then reviews various accounts of the Galileo affair, finding far more conflict in the subsequent historiography of the events than in the trial itself.Moving from astronomy to natural philosophy, Margaret G. He also shows the degree to which Newton's theology shaped his overall natural philosophy, decisively debunking the late Richard S. Pp. x + 277. $50.00, hardcover.Henry Burrowes Lathrop, in his magisterial Translations from the Classics into English from Caxton to Chapman, adopted a distinctly apologetic tone for having included in that book a lengthy gloss of Isocrates' writings. He felt constrained to do so, noting, (...) "This fairly long exposition has been necessary, since Isocrates is little read nowadays." Well, of course, "nowadays" Isocrates is read a great deal, and he is generally considered to be one of the more important figures in the classical rhetorical tradition. There are a variety of reasons for the revival of Isocrates' fortunes; he has always been accepted as an exemplar of style, and has exerted strong influences in a number of historical eras, but he is seen increasingly as an original and significant rhetorical theorist. However, the strongest attraction to scholars of our era is the connection by Isocrates of two concepts, rhetorical discourse and civic education, in what he called hê tôn logôn padieia. At the nexus of these ideas is not merely a historically interesting aspect of classical rhetorical theory but an important link between rhetorical theory and political practice, of heightened importance to a democratic culture.The volume under consideration gathers some of the best informed contemporary scholars to address this confluence. The ten essays include work by classicists, philosophers, and rhetoricians, all of whom are working in an explicitly interdisciplinary posture. The volume is divided into five thematic sections, with two essays contributed on each of the themes, each pair addressing different aspects of Isocrates' notion of civic education.The first section addresses the shape and purpose of the Isocratean program of civic education. The central question addressed by these essays is fundamental. If we grant the generality that Isocrates has a program of civic education, what are the particular goals of his pedagogy? Simply put, what civic virtues can one expect to acquire from an education in the Isocratean system? For Josiah Ober the route to the answering of this question is a careful and extraordinarily interesting reading of Isocrates great apologia, Antidosis. Ober sees Isocrates attempting to develop in his students a "complex and integral identity" (39) that will allow them to remain both true to themselves and useful to the city, a careful blending of soul-craft and state-craft. Takis Poulakos focuses on the epistemological foundation of Isocratean practice by making a careful account of Isocrates' use of the term doxa. Poulakos does an excellent [End Page 174] job of cutting through the thicket of Isocratean nuance and correctly identifies the theoretically charged notion of doxa as being both the process and product of informed conjecture.The next six essays are, in essence, comparative, laying Isocratean concepts of civic virtue and pedagogy against those of the sophists, Aristotle, and Plato. John Poulakos deftly separates Isocrates' purposes and pedagaogy from the sophists Protagoras and Gorgias. Particularly striking is the distinction Poulakos draws between how Isocrates and the sophists conceived of the power of language. The sophists, having a "dynastic" conception of language, imagine that mastering rhetoric gives one direct access to tyranical power over the individual psyche. Isocrates, less sure of (or perhaps ethically nervous about) language's capacity for political witchcraft, adapts a "hegemonic" notion of logos as acivilizing force, a means of leadership toward good ends. Ekaterina Haskins contrasts the "playful iconoclasm" of Gorgias with the "political responsibility" of Isocrates (85) in the varying ways they make use of the mythopoetic tradition. Davis Konstans contributes an extremely interesting examination of important matters upon which Isocrates and Plato find themselves in agreement, notably the deficiencies of Athenian democracy and the preferred role of the intellectual in society. Konstans' position is very stimulating, if at first glance counterintuitive, as the greater part of modern scholarship has aimed to force these two figures into opposing camps. Kathryn Morgan also begins her essay by focusing on those things Plato and Isocrates agreed upon, noting that both were deeply dissatisfied with conventional civic education in Athens. Through a critical analysis of the work of Henry Davis, S.J. and Francis, C.SS.R., this study examines the Catholic tradition in respect to the moral responsibilities of physicians. It first reviews the historical formation of the manuals of moral theology in order to historically situate Davis and Connell in the twentieth century. The study then examines the work of Davis and Connell in light of David Kelly's The Emergence of Roman Catholic Medical Ethics in North America, wherein he posits (...) a shift in moral methodology in 1940 from physicalism to ecclesiastical positivism. Contrary to Kelly's thesis, this study finds essentially no methodological difference between Davis' commandment-centered methodology and Connell's virtue-centered method. In actuality, both theologians throughout their careers focused upon the physical nature of the action and employed the traditional principles of double effect and cooperation when determining the morality of an intrinsically evil act. ;Through a comparison of the work of Davis and Connell, the study concludes with a description of the moral responsibilities of physicians for a contemporary practice of medicine. These duties include basic responsibilities, social responsibilities and the responsibilities to the dying patient. (shrink)

The issue of the recognition scene in Euripides' Electra, if not as ‘eternal’ as the controversy over the relative dating of the Sophoclean and Euripidean plays of that name, is certainly recurrent. After Eduard Fraenkel's resurrection of the problem at the end of his great commentary on Aeschylus' Agamemnon, the contributions of Hugh Lloyd-Jones and the late Godfrey Bond seemed to have settled the case in favour of authenticity. But soon after, David Bain and then M. L. West, G. (...) Basta Donzelli and finally David Kovacs, all writing in the same journal, raised some new and awkward questions, which, at the very least, require more in the way of answers than they have yet received. The last word, as the saying goes, has not yet been spoken. In this article I try to provide the last word—no, that would be too much to expect, but further reflections on the issue—yes. In particular, I try to set the matter in a wider context, seeking analogies for what, if w. 518–44 are Euripidean, the playwright may have been aiming at in this particular scene. Such analogies should be important, for scholars have generally by contrast stressed the uniqueness of the recognition scene: ‘in the extant remains of Greek tragedy we have indeed nothing’, says Bond, ‘comparable to the Electra parody’. This time the British philosophers journeyed to our country, by agreement between the Alliance of Friendship Societies and the Society of Friends . Alexander Bogdanov’s first work of philosophy, Basic Elements of the Historical View of Nature, was fundamentally influenced by Friedrich Engels. As a Marxist philosopher seeking to elaborate a comprehensive, systematic, and scientific worldview appropriate for worker–students, Bogdanov found inspiration in Engels’s Anti-Dühring, which provided him with his monist conception of being and his ‘historical view of nature’ and pointed him toward three critical elements of his work: the monism of motion, Spinoza’s naturalist and determinist system, and Charles Darwin’s conception of (...) natural selection. Bogdanov’s overall goal was to demonstrate that in nature, life, the psyche, and society there is no such thing as self-generated motion; all change occurs because of external action. For the individual and for society this means that existence determines consciousness, and societies evolve as a result of their struggle for existence, which is manifested first and foremost in labor. Ruth Macklin argued that dignity is nothing more than respect for persons or their autonomy. During the COVID-19 pandemic, difficult decisions are being made about the allocation of scarce resources. Respect for autonomy cannot justify rationing decisions. Justice can be invoked to justify rationing. However, this leaves an uncomfortable tension between the principles. Dignity is not a useless concept because it is able to account for why we respect autonomy and for why it can be legitimate to override autonomy in (...) times of critical care resource shortages. Dignity affirms the worth of the human individual as a meaning-making embodied subject, who is always in relationship to others, the world, time, and transcendence, and who realizes their dignity through their moral behaviour. Such an understanding means people should be helped to make morally right decisions about their own treatment, which may include forgoing potentially beneficial treatment for the good of others. Respect for dignity does not require fulfilling the morally wrong choices of one who insists on treatment at the expense of others. Dignity also protects the discretion of clinicians to make decisions appropriate to their competence by prohibiting the application of broad-based criteria such as age. (shrink)

Whose values should count – those of patients or the general public – when adopting the quality-adjusted life year framework for healthcare decision making is a long-standing debate. Specific disciplines, such as economics, are not wedded to a particular side of the debate, and arguments for and against the use of patient values have been discussed at length in the literature. In 2012, Sinclair proposed an approach, grounded within patient preference theory, which sought to avoid a perceived unfair discrimination against (...) people with disabilities when using values from the general public. Key assumptions about general public values that beget this line of thinking were that ‘disabled states always tally with lower quality of life’, and the use of standardised instruments means that ‘you are forced into a fixed view of disability as a lower value state’. Drawing on recent contributions to the health economics literature, we contend that such assumptions are not inherent to the incorporation of general public values for the estimation of QALYs. In practice, whether health states of people with disabilities are of ‘lower value’ is, to some extent, a reflection of the health state descriptions that members of the public are asked to value. The current coronavirus pandemic presents the greatest healthcare crisis in living memory. Hospitals across the world have faced unprecedented pressure. In the face of this tidal wave of demand for limited healthcare resources, how are clinicians to identify patients most likely to benefit? Should age or frailty be discriminators? This paper seeks to analyse the current evidence-base, seeking a nuanced approach to pandemic decision-making, such as admission to critical care.

The problem of justifying legal punishment has been at the heart of legal and social philosophy from the very earliest recorded philosophical texts. However, despite several hundred years of debate, philosophers have not reached agreement about how legal punishment can be morally justified. That is the central issue addressed by the contributors to this volume. All of the essays collected here have been published in the highly respected journal Philosophy & Public Affairs. Taken together, they offer not only significant proposals (...) for improving established theories of punishment and compelling arguments against long-held positions, but also ori-ginal and important answers to the question, "How is punishment to be justified?" Since the end of World War II, most guidelines governing human research seem to have relied on the principle of respect for autonomy as a key, though not sole, criterion in assessing the moral validity of research involving human participants.1 One explanation for this apparent reliance on respect for autonomy may be that respect for autonomy, made effective through the practice of obtaining informed consent, functions as a useful proxy when dealing with competent adults for the more complex principle of (...) respect for human dignity that underpins much of the moral discourse in this area. If this explanation holds, then assessment of the moral licitness of research involving human individuals whose autonomy is limited in some way requires a deeper analysis of the ‘thicker’ concepts of human dignity, since we cannot rely on respect for autonomy to do the work of respect for human dignity where autonomy (understood as a capacity to consent based on adequate information) is not present, is limited or is compromised. The issue of identity cards is hotly debated in many countries, but it often seems to be an oddly backward-looking debate that presumes outdated “Orwellian” architectures. In the modern world, surely we should be debating the requirements for national identity management schemes, in which identity cards may or may not be a useful implementation, before we move on to architecture. If so, then, what should a U.K. national identity management scheme for the 21st century look like? Can we assemble a (...) set of requirements understandable to politicians, professionals and the public? We’ve certainly had some difficulty to date. One reason might be that we lack a compelling, narrative vision. As a result, we’re constructing a legacy system that will subvert the rational goals of worthwhile scheme. We’re not aiming high enough. The technology, I will argue, can deliver far more than the politicians, professionals and public imagine: In particular, it can deliver the apparently paradoxical result of more security and more privacy by exploiting smart cards, biometrics and cryptography. In this paper, I will set out a high-level vision of what a forward-looking national identity management and identity “card” scheme should look like: Dr. Who’s psychic paper. Not only is this a simple, clear vision that is familiar to the expert and layperson alike, but it’s a very useful artistic representation of the capabilities of the technology. I will further suggest that a utility implementation of identity infrastructure can deliver the on this vision in a practical way, and that all of the technology needed to create an ID scheme for the future already exists. This article examines and critiques Susan McWilliams’s recent book, Traveling Back: Toward a Global Political Theory. The book is a largely successful examination of the role of travel writing in western thought and its possible use in articulating a global politics. I offer some critiques, including a discussion of some places I found the analytic framework unclear, as well as noting some routes for extending the argument.

In this fascinating new collection of essays, contemporary historians examine the ways earlier historians have framed, written, and "made" the Jewish past. Probing the ideology and methodology of their professional predecessors, American and Israeli historians offer new perspectives on some of the central figures of twentieth-century Jewish historiography, including Gershom Scholem, S. D. Goitein, Yitzhak Baer, Elias Bickermann, and Cecil Roth, as well as the Israeli "New Historians." Although the lives and work of these scholars differ in many ways, Jewish (...) historians have recurrently confronted the challenges posed by assimilation, antisemitism, and various forms of nationalism. Through their critical examinations of the construction of the Jewish past, the contributors to this volume develop important insights into current attitudes toward the dominant canons and ideals of historical scholarship and the future of historiography. The rise of “dignity talk” has led to the concept of human dignity being criticized in recent years. Some critics argue that human dignity must either be something we have or something we acquire. Others argue that there is no such thing as human dignity and people really mean something else when they appeal to it. Both “dignity talk” and the criticisms arise from a problematic conception of medical ethics as a legalistic, procedural techne. A retrieval of hermeneutical ethics, by (...) contrast, offers a way to overcome both the legalism of contemporary ethics and the abuses and criticisms of the concept of human dignity. Such an ethics affirms both the inherent dignity of a human being as a multi-dimensional, meaning-seeking, historically-situated, relational individual, who desires to live a good life, and the realized sense of his/her own dignity toward which s/he works. As such, human dignity cannot be reduced to one feature of the human, and instead functions as both a descriptive category that avoids moralism, and as a normative category that allows relativity whilst avoiding relativism.
